Yes. You are not required to pay dues through payroll deduction, but paying dues is required under the union security clause of your contract. Anyone who fills out a dues revocation form will remain a member of the Union in good standing, covered by the contract and fully able to participate in all aspects of Union activity—including voting—as long as they pay dues when billed.
